The Telegraph have reported that the Premier League side have agreed a fee with Stoke City for the Swiss international, with the implication being that they have, in fact, triggered the Swiss international’s £13.75m release clause:

Regardless, everything seems to be in place for Shaqiri to become Klopp’s third signing of the transfer window following the arrivals of Naby Keita and Fabinho.

Shaqir emerged as a target for Liverpool just before the World Cup, particularly when his low relegation release clause came to light. The former Bayern Munich winger had a strong season at Stoke despite their subsequent relegation to the Championship, and had always expected to leave the Bet365 Stadium this summer.

Klopp, for his part, has been keen to bolster the strength in depth of his squad as he bids to better last season’s achievements. Sadio Mane, Roberto Firmino and Mo Salah are the undisputed first-choice attacking trio, but Shaqiri will provide an excellent rotation option as the Reds fight on multiple fronts next season.

All going well with the medical, the deal should be confirmed by Liverpool soon after – allowing Shaqiri to join up with his new teammates on their pre-season tour of the United States.
